ValSpeQ is part of the General Electric Oil and Gas company, and as far as I know, they don't provide their apps in full mode with everything you need. Even on the product page it's specified to contact them if you need additional information regarding this software. If you've downloaded the product, then it means you actually got a very limited version of it.
I recommend visiting the page that leads you to the resources page as well and get in touch with the developers as well.
I am trying to run Valspeq. I have changed all defaults to metric, but when I try to size a valve, everything keeps coming up in Imperial. Shouldn't I have to size all valves in imperial and then go back and convert all values to metric? How do I configure all input boxes e.g. line sizes to feature metric values?

Yes, you can change the way the application displays the value from the Settings > User Preferences then select Unit of Measure to adjust the way to work with the application. I have attached an application screenshot to see where to modify the values.
